Saudi Arabia’s Public Investment Fund is expanding its capital markets strategy through a new partnership with King Street Capital Management, one of the world’s leading private credit investors. The move builds on PIF’s broader role as a market developer, having previously anchored several ETF launches aimed at increasing investor access to Saudi and international markets, improving liquidity and attracting new pools of capital.
Under a non-binding memorandum of understanding, PIF is expected to act as an anchor investor in a new private credit fund focused on Saudi Arabia and the wider MENA region. The fund is expected to provide private capital solutions to companies, including asset-backed lending and flexible financing alternatives outside the traditional banking system.
Private credit expertise land in the GCC
This matters because many private companies in Saudi Arabia and the GCC need capital to expand, acquire assets, finance projects and participate in the region’s economic transformation. While bank lending remains a core source of financing, companies often require more tailored funding structures, particularly for growth initiatives, acquisitions, infrastructure-related opportunities and working capital needs. Private credit can help fill that gap by providing flexible financing solutions that may not always be available through traditional lending channels.
The King Street partnership therefore represents more than a single private credit deal. It is another step in the evolution of Saudi Arabia’s capital markets. It brings global credit expertise into the region, encourages foreign capital to participate in local opportunities and expands the range of financing options available to companies.
For private businesses, this could mean more access to growth capital. For investors, it signals the development of private credit as a serious regional asset class. For the Saudi market, it reinforces PIF’s role as a catalyst for product innovation, liquidity and capital formation.
For Saudi capital markets, the King Street partnership is also significant. It supports the development of a deeper and more diversified financial ecosystem where companies can access funding through multiple channels, including banks, public equity, sukuk, ETFs and private credit. A broader financing landscape can improve capital allocation, support private-sector growth and make the market more attractive to both domestic and international investors. This aligns with Saudi Arabia’s wider effort to attract global asset managers, deepen local markets and increase the availability of capital across the economy.
PIF Backed Multiple ETFs in Recent Years
Importantly, this is not the first time PIF has used anchor capital to help build new investment channels. Over the past two years, PIF has backed several ETF initiatives designed to improve access to Saudi and regional markets, enhance liquidity and attract international capital. These investments have helped launch new products, broaden investor participation and strengthen the overall market infrastructure.
Through these ETF investments, PIF has helped create new pathways for capital to flow into and out of Saudi markets. The proposed King Street partnership applies a similar approach to private credit, supporting the development of an additional financing channel for businesses while further strengthening the Kingdom’s evolving capital markets ecosystem.
After helping support ETF launches with Albilad and State Street, PIF is now applying a similar market-building model to private credit. As part of Vision 2030, Saudi Arabia is not only attracting capital, It is building the channels through which capital can flow.
